The U.S. Department of Energy (DOE) has taken a significant step toward revitalizing the nation’s nuclear industry by selecting five states to potentially host Nuclear Lifecycle Innovation Campuses. This initiative aims to strengthen and modernize the country’s nuclear fuel cycle, attracting substantial investment and creating high-paying jobs.

The selected states—Utah, Tennessee, Oklahoma, Louisiana, and Idaho—were chosen from a record number of applications. These campuses are expected to support a wide range of activities, from fuel fabrication and enrichment to advanced reactor deployment and power generation.

States Compete for Economic and Energy Benefits

Each of the five states brings unique strengths and a history of innovation to the table. Utah for instance, is focusing on its Operation Gigawatt which encompasses the entire nuclear lifecycle. Governor Spencer J. Cox expressed enthusiasm for the opportunity to help America reclaim its leadership in civil nuclear energy.

Tennessee known as the global epicenter of nuclear energy, is leveraging its experience from the Manhattan Project. Governor Bill Lee emphasized the state’s readiness to advance safe and reliable energy solutions. Meanwhile, Oklahoma Governor J. Kevin Stitt highlighted the state’s long history of energy leadership, from oil booms to the shale revolution, and now nuclear energy.

Louisiana Governor Jeff Landry noted the state’s proud history of energy innovation and its readiness to lead the next era of nuclear energy. Idaho home to the Idaho National Laboratory, has been at the forefront of nuclear innovation for over 70 years. Governor Brad Little expressed gratitude for the recognition of Idaho’s expertise and legacy.

The Potential Impact of Nuclear Lifecycle Innovation Campuses

The proposed campuses are designed to support activities across the full nuclear fuel lifecycle, including fuel fabrication, enrichment, recycling, and final disposal solutions. Depending on the host site, they could also include advanced reactor projects, power generation facilities, advanced manufacturing operations, and data centers.

The DOE estimates that a single campus could attract up to $50 billion in capital investment, generate as much as $10 billion in state and local tax revenue, and create nearly 25,000 jobs. This initiative is seen as a crucial step in rebuilding domestic nuclear capabilities and supporting what Energy Secretary Chris Wright calls an American nuclear renaissance.

States that choose to pursue hosting an innovation campus will sign hosting agreements with the DOE at a later date. No final site selections have been announced, and the department did not provide a timeline for narrowing the field. The DOE invited states to submit clear statements of interest and constructive feedback on the structure of the Innovation Campuses earlier this year.

In their submissions, states outlined how a campus would advance goals such as workforce development, infrastructure investment, economic diversification, or technology leadership. They also described the scope of activities they envision hosting. The DOE’s initiative marks the first step towards potentially establishing voluntary Federal-State partnerships designed to advance regional economic growth, enhance national energy security, and build a coherent, end-to-end nuclear energy strategy for the country.
